Please don't get confused...it is not that the casino will keep 98% of your deposits, you might make way more money than you deposited...98% is your change of winning but you can lose 100% or your deposit anytime.

How do the online casinos promos work?
There are many types of promos at the casinos but the most famous ones at the moment are the ones based on purchasing. Basically you have to purchase a certain amount, bet/play it through few times the original deposit to receive the promo money.
